The buildings are small. Arte holds roughly 16 residences, Ocean House roughly 25, Rivage roughly 56. That density is the proposition and it is also the cost structure.
Fewer households carrying an oceanfront building means a higher monthly figure and concentrated assessment exposure.

Buyers price the residence and not the density. Sixteen households carrying an entire oceanfront building is a materially different financial position from three hundred households doing so, and it shows up every month and sharply in any assessment.
In a building this small, governance is personal. Who your neighbours are and how the association functions matters more here than anywhere else, because there is nowhere for a disagreement to disperse.
The third error is treating Bal Harbour and Surfside as one market. They are adjacent, they are separate municipalities, and they behave differently.
