Is Olara in a flood zone? Evacuation zone, elevation and the storm plan

Every Miami address sits in a FEMA flood zone, and the letter decides the insurance file: A and V zones are the special flood hazard area, X is outside it. Every coastal address also sits in a county evacuation zone, lettered A to E, that decides when an order to leave applies. Neither letter says whether your home gets wet; the floor height does. Here is how to read each for Olara.

This page is a framework. Whether the building suits you is a separate conversation. Contact the desk at Miami Dossier for the current position on any building we cover.

The Flood Map And The Letter

FEMA zones, and what A, V and X mean.

FEMA’s flood maps give every parcel a zone. AE is land where still water can rise in the hundred-year flood, VE is land that waves can reach, and each carries a base flood elevation in feet above sea level. X is outside the hazard area. A lender that finances a home in an A or V zone must require flood insurance; a cash buyer decides alone. The parcel for Olara is read by its address. Where Olara stands: 1919 N Flagler Drive, West Palm Beach, overlooking the Intracoastal Waterway; Currie Park and the NORA District walkable per the developer; Worth Avenue on Palm Beach island minutes away.

A new tower is built with its lowest finished floor above the base flood elevation, with a margin the code calls freeboard. A home on an upper floor at Olara will not take surge water. What sits at grade can: the garage, the lobby and, in a poorly planned building, the switchgear, the pumps and the elevator machinery. The design that answers it: Arquitectonica; landscape by EDSA.

Read it against the Kempinski Residences Miami Design District dossier for the nearest comparison.

The Evacuation Zone

A letter from the county, and what an order means.

Miami-Dade and Palm Beach counties map evacuation zones by storm surge, lettered A to E, with A nearest the water and ordered out first. The barrier islands and most of the bayfront sit in A or B. An order is for the zone, not a verdict on any one building: a tower built to the current code may stand perfectly well and the order still applies, because surge can cut off the roads, the power and the water for days. Many buildings close under an order. Ask what the rules at Olara say, whether residents may stay, and who decides it is safe to reopen. The households that would leave together: 275 residences of two to four bedrooms plus den across 26 storeys; construction at floor 15 as of August 2026; phased delivery late 2026 through 2028.

After the storm the county lets residents back in by zone, and the building may need its own inspection first. Ask who at Olara holds that authority and how owners abroad are told. The homes they come back to: Two assigned full sized parking spaces with EV capability per residence; twelve guest suites in the building.

Insurance And Disclosure

Flood is its own policy, and Florida now asks sellers to say.

Flood is excluded from the ordinary property policy. The association buys a master flood policy on the building where the lender or the board requires one; an owner’s HO-6 policy excludes flood, so contents and improvements need their own. Read the master policy’s limit and deductible beside the building’s replacement value; a gap there lands on the owners after a storm. Since October 2024 Florida law requires a seller to disclose, before contract, any flood insurance claims and any federal flood assistance on the property; from a developer the answer is usually none, and the form still belongs in the file. What a storm would test first at Olara: Over 80,000 square feet centred on a private sixth floor deck; dining by Jose Andres Group including an 8,500 square foot indoor and outdoor waterfront restaurant and a dockside oyster bar; private marina with resident slips, a captained fishing boat and a cruising yacht; 24 hour doorman, valet and security; resident manager and concierge.

Where an operator runs the building, ask who runs it in a storm: No brand or operator is recorded for this building.

What To Ask Before Contract

Seven questions, and the trade-off.

Ask in writing for the FEMA zone and base flood elevation, the elevation of the lowest finished residential floor, the floor where the generator, switchgear, pumps and elevator machinery sit, the flood protection of the garage, the evacuation zone, the rules under an order, and the master flood policy’s limit and deductible. Who answers for Olara: Savanna, New York based real estate investment manager formed in 1992; construction by SavCon and Gilbane; exclusive sales and marketing by Compass Development Marketing Group. The money committed by then: The deposit schedule is held by the desk and read with you before contract.

The trade-off is the water itself. The ocean or the bay that makes the address is the same water on the map: a high floor on the water is the safest place for the home in a storm and the least convenient for the owner, who must leave under an order. A home inland in an X zone carries a thinner file and a shorter view. The desk reads the flood map, the evacuation zone and the master flood policy summary for Olara with you and your insurer before contract.

The map decides the paperwork. The floor height decides the water.

Common Questions

What the buyer who asks about flooding first asks

Is Olara in a flood zone?
Every Miami address carries a FEMA zone, and most coastal towers sit in AE or VE, the special flood hazard area. The letter governs flood insurance and lending; the homes above the ground floor at Olara sit above the base flood elevation.
What is a county evacuation zone in Miami?
A zone mapped by storm surge and lettered A to E, with A nearest the water and ordered out first. An order applies to the whole zone whatever the building’s strength, and many buildings close for its duration. The rules at Olara say whether residents may stay.
Does a condo owner in Florida need flood insurance?
The association’s master flood policy covers the building where a lender or the board requires it. An owner’s HO-6 policy excludes flood, so contents and improvements need their own policy. A lender financing a home in an A or V zone requires cover; a cash buyer decides.
Who is the developer of Olara?
Savanna, New York based real estate investment manager formed in 1992; construction by SavCon and Gilbane; exclusive sales and marketing by Compass Development Marketing Group.
