7400 Ocean Terrace sits at the northern end of Miami Beach, where the oceanfront turns to parkland. Two towers face ~350 feet of ocean frontage across ~5 acres of gardens and a new public park, with Surfside, Bal Harbour and Indian Creek a few minutes north.
Witkoff and Ocean Terrace Holdings brought RAMSA, Robert A.M. Stern Architects, for the interiors and Revuelta Architecture International for the towers, with gardens by Enzo Enea and a park by Raymond Jungles. ~52 boutique residences in one tower, ~24 furnished resort residences in the other, alongside a 42-key hotel and a private club. What follows is the record, and our read of it.
The land is the argument. Five acres of oceanfront parkland is a rare condition on this island, and the towers sit inside it rather than on a strip beside Collins. North Beach is the last stretch of Miami Beach that still reads as a neighborhood, and this is the project that decides what it becomes.
RAMSA is the second argument, and it is doing the interiors rather than the shell. Robert A.M. Stern's practice built its reputation on 15 Central Park West, and the rooms here carry that classical order: Parquet de Versailles floors, oak and white stone, a library off the lobby. Revuelta's curved glass towers are the contemporary half of the pairing.
The program is the part to read carefully. A hotel, a members' club and street level retail sit alongside ~76 residences, which brings service and activity to a quiet corner, and also brings the public. The boutique tower and the furnished resort tower are two different propositions for two different owners, and the choice between them is where the desk earns its keep.

One tower holds the boutique residences, entered from private elevator landings. The other holds the resort residences, delivered furnished by RAMSA beside the hotel and the club.
Two five bedroom duplex penthouses extend to private rooftops with lap pool and hydrotherapy spa.
